Today, we mark the National Day for Truth and Reconciliation, a day to honour the survivors of Canada’s Indian Residential Schools (IRS) and their families and communities. It is also a time to reaffirm ³ÉÈËVRÊÓƵ’s commitment to reconciliation with First Nations, Inuit and Métis Peoples.
³ÉÈËVRÊÓƵ Queer History Month
We are delighted to announce next week’s launch of Queer History Month (QHM), which has been celebrated at ³ÉÈËVRÊÓƵ every October since 2018. QHM gives all of us an occasion to learn about and celebrate the contributions of 2SLGBTQIA+ communities, both within and beyond ³ÉÈËVRÊÓƵ, through a full calendar of events.
Indigenous Awareness Weeks
Please join the Office of Indigenous Initiatives (OII), and partners from across the University and beyond, in the upcoming Indigenous Awareness Weeks (IAW). From September 19 to October 2, we’ll be offering you opportunities to gain a better understanding of topics important to Indigenous peoples and to engage with Indigenous knowledges, both of which are goals of ³ÉÈËVRÊÓƵ’s 52 Calls to Action.
Appointment of Interim Dean of Students
I am pleased to announce the appointment of Professor Tony Mittermaier as the Interim Dean of Students, effective today. Prof. Mittermaier brings with him an extensive academic background and a dedication to fostering student success and wellbeing within the ³ÉÈËVRÊÓƵ community.

It is my pleasure to announce the appointment of Professor Angela Campbell as Interim Deputy Provost (Student Life and Learning). Professor Campbell's term of office will begin on June 1st, 2024 and will continue until the appointment of a new Deputy Provost (SLL).
Update on last week's protests
I want to address events that took place over the past week as classes came to an end, and most have begun to prepare for exams. With protests taking place across our campus, some individuals have again taken advantage of their right to freedom of expression by attempting to disrupt University activities. While some protested peacefully without breaching the bounds of ³ÉÈËVRÊÓƵ policy, or the law, others did not. This message is addressed to the latter group.
Further disruptions on campus
Today, some protestors and picketers again attempted to disrupt University activities. While many protestors and picketers remained within the bounds of ³ÉÈËVRÊÓƵ policy and the law, some did not. As a result, ³ÉÈËVRÊÓƵ contacted police to intervene. Our security personnel in Campus Public Safety acted superbly – defusing some difficult situations, keeping our community safe, and working closely with police to minimize disruptions.
Disruptions and respect for others
This afternoon we received reports of several disruptions on campus caused by both protesting and illegal picketing. Picketers temporarily blocked access to one building but stopped once police were called to intervene. Protestors tried to disrupt several classes, with most being quickly relocated before security personnel and disciplinary officers needed to intervene, or the police needed to be called.
Invitation to a virtual town hall on recent government measures and their impact on ³ÉÈËVRÊÓƵ
Recent government measures regarding tuition and French language proficiency requirements for out-of-province and international students, and the impact of these changes on ³ÉÈËVRÊÓƵ have raised many questions and concerns within our community. With a view to addressing some of these issues, I am inviting you to a virtual town hall on Thursday, March 14 from 12:00pm to 1:00pm.ÌýÌýusing your ³ÉÈËVRÊÓƵ credentials.
Review of doxxing and other related practices on campus
Over the last few months, members of the University community have increasingly reported being victims of, or fearing that they will become victims of, the practice known as doxxing. Doxxing is generally understood to be the unwanted public release of a person’s personal information, though members of the community are also using this term when they report their social media activity being spotlighted or highlighted in unwanted ways.
The New Vic Project and Sustainability at ³ÉÈËVRÊÓƵ
When ³ÉÈËVRÊÓƵ completes redevelopment of the lower portion of the site of the former Royal Victoria Hospital in 2028, we will add 22,800m2 (net) of much-needed, state-of-the-art teaching and research spaces to our downtown campus. The New Vic Project is the most significant infrastructure project our University has undertaken since its inception more than 200 years ago. But it is also more than this.

National Day of Remembrance of the Quebec City Mosque Attack
January 29th was the National Day of Remembrance of the Quebec City Mosque Attack and Action Against Islamophobia, this marked the seventh anniversary of the shooting at the Centre culturel islamique de Québec (CCIQ), which claimed the lives of six men and seriously injured 19 others in a horrific act of Islamophobia. In line with our commitments made in the 2022 Initiative against Islamophobia and Antisemitism, ³ÉÈËVRÊÓƵ will honour Ibrahima Barry, Mamadou Tanou Barry, Khaled Belkacemi, Aboubaker Thabti, Abdelkrim Hassane, and Azzedine Soufiane, as well as their loved ones who survived them.
International Holocaust Remembrance Day
January 27th was International Holocaust Remembrance Day (IHRD). The date marked the 79th anniversary of the liberation of the Auschwitz-Birkenau Nazi Concentration and Extermination Camp. As part of the many commitments made in the 2022 Initiative against Islamophobia and Antisemitism, ³ÉÈËVRÊÓƵ is commemorating International Holocaust Remembrance Day (IHRD) this year.

Initiative against Islamophobia and Antisemitism

On 21 March, 2022, I announced the creation of an initiative to address and prevent Islamophobia and Antisemitism (the IAIAS) on our campuses. Led by Prof. Angela Campbell, Associate Provost (Equity and Academic Policies) and Prof. Fabrice Labeau, Deputy Provost (Student Life and Learning), this initiative was created in response to a growing number of reports from students and staff of Muslim and Jewish identity of experiences that have led them to feel marginalized, alienated, and/or discriminated against within our University context. Today, I am pleased to confirm that I have received and have carefully considered the Final Report of the IAIAS. I accept and endorse all its recommendations and I look forward to its presentation to Senate when meetings resume in the Fall term.

J’accepte et appuie toutes les recommandations qu’il contient et j’attends avec impatience sa présentation au Sénat cet automne, lorsque les réunions reprendront.

COVID-related measures are slowly being lifted across the province and country, and governments and public health officials are emphasizing that we are moving into a new phase of dealing with COVID-19. ³ÉÈËVRÊÓƵ plans to return to full in-person activities for the Fall 2022 semester. All the activities that were in-person prior to the pandemic will return to in-person, including large lectures.

It is my pleasure to announce the appointment of Professor Sean Ferguson as the next Dean of the Schulich School of Music. His five-year, renewable term will begin on July 1, 2022, and end June 30, 2027. Prof. Ferguson is an experienced senior administrator with a deep understanding of the Schulich School of Music, having previously served as Dean from 2011 to 2016. Prior to this, he was Director of the Centre for Interdisciplinary Research in Music Media and Technology (CIRMMT) from 2009-2011, and its Associate Director (Artistic) from 2006-09.

As we mark the midpoint of the Fall 2021 Term, I want to take this opportunity to thank all of you for your ongoing commitment to our safe return to campus. We are doing extremely well as a campus community in taking the steps needed for COVID prevention. Accordingly, ³ÉÈËVRÊÓƵ will progressively increase in-person teaching activities for the Winter 2022 term, while being prudent given that the world remains in a pandemic context. Given our commitment to on-campus teaching and learning while maintaining a safe on-campus environment, we have decided that lecture courses with enrolment capacities of 200 or greater will mostly be offered through remote delivery. All other teaching activities will be allocated a classroom space, so that instructors can deliver their courses in a manner that ensures engaging in-person experiences for students.

Today, I, together with other University leaders, members of the staff in the Office of the Provost, and people across the country, will wear the orange shirts that represent a commitment to reconciliation. The devastating legacy of the residential schools endures across generations of Indigenous families and belongs to a larger history of systemic racism, discrimination, and injustice that Indigenous peoples have endured and continue to face in Canada. I ask all members of our community to take time to reflect on our shared history, to learn about residential schools and, importantly, about the rich and varied Indigenous cultures across our country.

In light of the remains of 215 Indigenous children that were recently found at a former residential school in Kamloops, British Columbia, the ³ÉÈËVRÊÓƵ flag (on the McCall MacBain Arts Building) will be lowered today in memory of the victims. ³ÉÈËVRÊÓƵ offers its sincere condolences to the Tk’emlups te Secwépemc First Nation and all survivors of residential schools and their families. The University is in discussion with local Indigenous communities to determine how we can all heal together.

I am aware of a petition circulating within the ³ÉÈËVRÊÓƵ community that calls upon the University to take measures in the wake of the outbreak of violence in the Middle East. The petition demands that ³ÉÈËVRÊÓƵ break ties with Israeli institutions and revise our policy-based definition of discrimination. While the petition has not yet reached the ³ÉÈËVRÊÓƵ administration, I recognize the attention it is receiving and the impact that it is having within our community.

Return to on-campus activity in Fall 2021

³ÉÈËVRÊÓƵ will return to in-person teaching beginning in Fall 2021. We will likewise continue to develop plans for a progressive return to on-campus work for administrative and support staff, with the goal of achieving a regular presence by September 2021. The health and wellbeing of our community will of course remain a top priority, and all necessary health and safety measures will continue to be implemented to ensure that our campuses remain safe places to learn and to work in the coming year.

The University’s final budget for FY2021 was approved by the Board of Governors on December 10, 2020. While we have been able to reduce expenses substantially, the savings will not be sufficient to offset entirely the loss of revenue we will experience this year. Consequently, the FY2021 budget anticipates an operating deficit of $13.1 million.

This remains true even in the face of several public statements calling upon us to prioritize equity and inclusiveness over academic freedom, or vice versa. At ³ÉÈËVRÊÓƵ, none of these principles supersedes the other, nor is any of them absolute. Determining the limits of any of these principles always requires a contextual analysis.

Delayed start for Winter 2021 term

³ÉÈËVRÊÓƵ’s Registrar and Executive Director of Enrolment Services submitted a motion to Senate for changing the Winter 2021 Academic Calendar to reflect the exceptional demands of the pandemic. Senate approved the motion at its December 2 meeting. As a result, the University will open as planned on January 4, but Winter classes will now begin on Thursday, January 7 and end on Friday, April 16.

Given Montreal’s current Level 4 (red) status, and possible further development of COVID-19, Winter 2021 courses will be delivered primarily through remote platforms, but with enhanced in-person teaching activities planned across all Faculties.
