FOAPAL: P = Program

  • A program code consists of four numeric characters.
  • It is an element of the FOAPAL used to define the functional area in which funds are being spent.
  • Program codes are assigned by Financial Services at the time when the fund code is created.

Program Categories Explained

Program Codes are defined by MEES, ensuring consistent reporting across all Quebec universities. 听

The first digit represents the high level program categories:

Program Categories Notes

Teaching
(first digit = 1)

Includes all activities relating to teaching in all areas of study to students registered in a course or program that forms part of a semester of study as deemed by the University. These courses or programs lead to a grade or diploma certified by the University.

Research
(first digit = 2)

Includes all activities and jobs contributing to the deepening and understanding of knowledge. Includes fundamental research, developmental research and active research. Connected and complementary activities are also included such as publication of findings, techniques or new products.

Academic Services
(first digit = 3)

Includes any activity that responds to the needs of teaching, research or administration. The following are mandatory sub-categories:

  1. Libraries (31xx)
  2. Audio-visual (32xx)
  3. Computing (33xx)
  4. Animal, Agriculture and Forestry Centers (34xx)
Support Services
(first digit = 4)

Comprised of all Administration (41xx) and Physical Plant (42xx) services.

Community Services
(first digit = 5)

Includes activities in the area听that are intended to benefit the overall community, but are not the main mission of the University. These would include the following activities:

  1. Non-credit courses (51xx) such as popular (practical) education, retraining, conference and commissioned courses.
  2. Other community services (52xx) including professional consultation by University members and the participation in community projects such as international cooperatives.
Student Services
(first digit = 6)

Activities whose goals are to support the University's student community. Includes athletics, cultural activities, student center, health and financial aid.

Ancillary Services
(first digit = 7)

Represents resources devoted to the activities and jobs that complement the primary range of services offered by an educational institution. Includes food services, residences, bookstores and printing. These services are听generally self-sufficient with respect to funding.
