PROJECT TITLE

English-language training for health and social services workers in the James Bay region

AGENCY

PARTNERS

The Centre régional de santé et de services sociaux de la Baie-James, the Centre Jeunesse, community organizations, CMF La Grande Ourse, Services préhospitaliers d’urgence, RI-RTF

Baie-James

OBJECTIVES

The training project’s objective is to improve English comprehension and expression skills among targeted health and social services staff members, depending on available resources. As part of the CRSSS de la Baie-James’ clinical and organizational project, the region will identify other partners who are likely to participate in the training.

NEEDS AND PRIORITIES

The Nord-du-Québec region’s Anglophone population is relatively small, essentially concentrated in the Chibougamau area. The region's health centre (Centre de santé) is the only institution “indicated” in the regional policy for access to services in English. There is no “designated" institution in the region. All of the employees at Centre de santé Chibougamau are of Francophone origin. With the implementation of clinical programs, the Centre is struggling to complete its minimal service offering in English to the few Anglophone clients who come to the Centre.

The intake staff members are the gateway to the network and are considered a priority. The region intends to continue its efforts to improve the ability of its nursing staff to respond in English in the hemodialysis, emergency, nutrition, long-term care and obstetrics departments because these services are used, in part, by Aboriginal clientele. These staff members must also provide social and public health services at the Chibougamau English school, which serves more than 211 children and adolescents, from kindergarten to graduation from secondary school.

DESCRIPTION OF PLANNED ACTIVITIES

  • Training activities: Individual training by telephone, video and audio immersion. Fifteen-minute telephone conversation sessions, four times per week for six months.
  • Learner evaluation: The level of language education is determined at the start of the training by a test administered by the educational institution. The individual telephone conversation formula makes it possible to follow up with the learner throughout the training. The end of session test will help measure the learner’s progress between levels.
  • Training materials: The training organization will use existing materials. The educational materials include interactive audio and video cassettes and accompanying works based on each student’s knowledge level.

The courses will take place on the institutions’ premises and at home.

PARTICIPATION INCENTIVES

The courses will be held during working hours and the staff replacement costs will not be reimbursed.
